Gourgen Movsisian, a native and citizen of Armenia, petitions for review of the decision of the Board of Immigration Appeals ("BIA") summarily affirming the immigration judges ("IJ") denial of asylum and withholding of deportation. Movsisian also seeks review of the BIAs summary denial of his motion to reopen and remand asylum proceedings. Because the transitional rules of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 ("IIRIRA") apply, see Kalaw v. INS, 133 F.3d 1147, 1150 (9th Cir. 1997), we have jurisdiction under 8 U.S.C. Â§ 1105a, as amended by IIRIRA Â§ 309(c)(4). We deny the petition for review as to Movsisians claims for asylum and withholding of deportation. We grant the petition for review as to the BIAs summary denial of Movsisians motion to reopen.
