We are called upon to apply a provision of the Outdoor Advertising Act (Bus. & Prof. Code, ร§ 5200 et seq.) that permits the placement of billboards along certain types of highways in areas "zoned under authority of state law primarily to permit industrial or commercial activities" (id., ร§ 5205). We conclude that the billboards proposed herein, which are to be erected on sites where commercial activities are allowed simply upon issuance of a conditional use permit, do not meet the requirements of the Outdoor Advertising Act.
